Why is the tape empty?

Three normal reasons. On a hard reload the tape starts empty and fills as prints stream in; it shows real prints or nothing, never a reconstructed backlog. Outside market hours, silence is expected. And the tape holds a rolling window of the most recent prints (250 on Starter, 1,000 on Pro, 3,000 on Edge), so older rows age out rather than piling up forever.
